In many schools, video resources are not well developed to application; there is a need for improvement in many areas. Video of educational resources as a result of intuitive and habitability characteristics, is able to reappear the behavior of the process, and it is important to learn self-imitation for the students, other types of educational resources cannot be compared with this feature. Universities can rely on specialized teachers to set up a working group to integrate video educational resources, to collect, filter, and sort out the video teaching resources through the network one by one corresponding to the educational theme, establish a repository platform for video educational resources with appropriate hyperlink to quick and easy access for students and improve learning efficiency. The construction of video educational resources platform is a key for educational resources applications, mainly includes video database management, platform construction, and video data query downloads, video segments processing and playback software construction.
